New Regulations for High-Value Hajj Packages in 2025

ISLAMABAD: The Ministry of Religious Affairs has introduced new regulations for pilgrims opting for expensive Hajj packages under the Private Hajj 2025 scheme. According to the new guidelines, individuals choosing packages that cost more than Rs 3 million will need to undergo a thorough security clearance process.

These pilgrims’ names will be forwarded to the Federal Board of Revenue (FBR), which will review their financial assets and tax records. In addition, security agencies will investigate any potential criminal history before granting approval for the pilgrimage. Once the necessary clearances are obtained, pilgrims who select high-cost packages will be allowed to proceed with their Hajj journey.

Furthermore, companies offering these premium packages will have to provide detailed information about their packages, including costs and services. The Ministry of Religious Affairs will review and approve the details of these packages to ensure transparency.

To ensure smooth implementation of these new rules, the ministry has appointed Mohammad Hakeem Khattak as the focal person for this process. The move aims to make Hajj 2025 a more transparent and secure experience for those choosing expensive packages.

In addition to these new guidelines, the Ministry of Religious Affairs has also announced mandatory training for Hajj 2025 pilgrims under the government scheme. The training will be conducted at 147 locations across Pakistan, starting with a session in Peshawar. The ministry has introduced a QR code system through the Pak Haj mobile app to track attendance for the training sessions. Overseas Pakistanis will receive their training at designated Haji Camps before embarking on their journey.

The first phase of the mandatory training will be completed by February 27, 2025.
